Zhejiang province is located in China's southeast coastal areas,
has abundant rainfall and many river networks, there are 8 river
systems, Qiantang river, Shao stream, Caoe river, Yong river, Jiao
river, Ou river, Feiyun river and Ao river etc., total amount of
water resources is up to 93.7 billion cubic meters, occupies 4th
place in the whole country according to water resources amount that
is calculated by unit area. Owing to the affection of geographic
location and climate, in space-time distribution, the water resources
of Zhejiang province present following characteristics:
1. Regional distribution of rainfall and river runoff is nonuniform,
high value rainfall regions are mainly in maintain areas, low value
regions are mainly in Hangzhou-Jiaxing-Huzhou, Xiaoshan-Shaoxing-Ningbo
plain and Zhoushan islandsetc.,
this shows a decreasing trend from southwest toward northeast,
the trend is exactly opposite from the distribution of population
density and economic development;
2. Year distribution of rainfall and river runoff is concentrated,
owing to the affection of season wind climate, most rainfall is
concentrated from May to September, and rainfall changes greatly
year by year, the differences have great disparity, the ratio between
minimum value and maximum value of river flow is of 1:4 or so;
3. The source of river is short and the current is swift, large
amount of runoff in river flow into the sea by flood form;
4. There are many mountain streams and brooks, their drop is large,
hydroelectric resource is abundant, theoretic reserves of hydroelectric
resource of the whole province are up to 8 million kWh. According
to the statistic, until year-end of 1998, nearly 3700 reservoirs
of over small (II) type were set up in the whole province, more
than 7000 km of dike and seawall were rebuilt and reinforced, nearly
3000 floodgates were set up, 1.4 million kW of electromechanical
drainage and irrigation motive power were newly added, total amount
of developed and utilized water resources is up to more than 20
billion cubic meters, nearly 3 million kWh of hydroelectric resource
were developed and utilized, strong basic guarantee was provided
