INTRODUCTION TO QINGDAO
Qingdao City has five county-level cities and seven districts,
covering 10,654 square kilometers with a population of 7.06 million.
Lying in the temperate monsoon climate zone, Qingdao has an annual
average temperature of 12.2¡ãC and annual precipitation of 775.6
mm.
Situated on the western coast of Jiaozhou Bay, Qingdao Development
Area is endowed with an advantageous location, with the national-level
Qingdao Development Area, Qingdao Free Trade Zone, Qingdao Hi-tech
Industrial Experiment Area and the provincial-level Xuejiadao Holiday
Resort scattered around. QDA has convenient access to Qingdao City
proper both from land and on the sea. It has a oil dock, an ore
dock, a bulk cargo dock and two container docks, which constitute
Qianwan Port. As a key development and opening spot of Qingdao ,
QDA boasts eye-catching scenery, pleasant climate and tremendous
development potentials.
Qingdao , located at the southwestern end of Shandong Peninsula
, is a famous opening coastal city characterized by port trade,
light chemical industry, financial service, tourism and oceanographic
research. It is a state-designated national economic central city,
opening coastal city, self-planning city and Vice-provincial-level
City . Qingdao , as one of the top five foreign trades ports in
China , is also a famous historical and cultural city as well as
a famous summer resort.
INTRODUCTION TO QDA
Qingdao Development Area (QDA) was approved by the State Council
in October 1984 and March 28,1985 saw the official laying the foundation
stone. Since then, it has been Qingdao 's key development area benefiting
from a series of government preferential policies for open coastal
cities.
Qingdao Free Trade Zone, Qingdao Hi-tech Industrial Experiment
Area and Xuejiadao Holiday Resort have been established within the
Area.
Situated on the western coast of Jiaozhou Bay and facing Qingdao
City proper across the sea, QDA is only 2.26 nautical miles from
Qingdao at the narrowest points. In 1992, QDA and Huangdao District
of Qingdao combined into one administrative body, administering
an area of 220 square kilometers and 300,000 people. Backed by mountains
and bordering on the sea, it has become a new hot spot for investment
economic development.
The QDA Administrative Committee is an extension of Qingdao Municipal
Government, responsible for the administrative and investment affairs
within the Area. The committee has autonomy to authorize provincial-level
foreign investment projects as well as registration of industrial
customs, commodity inspection, and other related activities. QDA
provides round-the-clock services for domestics and foreign investors.
With regard to the strategic planning, QDA is divided into 6 major
sectors:
(1) Petrochemical industrial area
It mainly covers the northern part of the Area, which will utilize
Huangdao Oil Port to develop a petrochemical and chemical fiber
industry. The intention is to develop the largest petrochemical
base in northern China .
(2) International trade, storage and processing industrial area
By fully utilizing policies for the Free Trade Zone and taking advantage
of proximity to the port, the scope for bonded goods will be enlarged.
Free trade expertise will be employed to enlarge the trading center's
import, export and transit trade. Development will also take place
in the distribution center through storage and transport and in
the processing center. The high & new technology center will
see further industrialization and the communication center will
mount more home and overseas information exhibitions to display
imported commodities. These developments will fully integrated the
Free Trade Zone with international markets and maximize its functions,
services and benefits.
(3) Port area industrial area
By taking fully advantage of proximity to the ports, the construction
of the industrial park and the introduction and development of large
industrial projects will be accelerated. Emphasis will be placed
on projects for biomedicine, household appliance, electronic information
and new building materials. Expansion in the area will lead to the
development of a large port-dependent advanced technology industrial
base.
(4) High-efficient agricultural area
The area mainly in the west of the Area in intended for the development
of ecological agriculture, forestry, fruit and vegetable cultivation
and animal husbandry.
(5) Administration and commerce area
Based on the new administrative center, the south of the Area will
become the cultural, financial and commercial center, which will
constitute the symbolic central area in the second ten-year plan.
(6) Comprehensive tourism area
Drawing on the plentiful resources of the natural landscape, a modern
comprehensive area will be established where one can enjoy mountain-sea
scenery, entertainment, holidays, leisure activities and recuperation
and sea sports.
